Position Purpose
Under general oversight of the Associate Director, EHS Compliance and Fire Safety, this position is responsible for monitoring the implementation of, and compliance with, the College Construction Safety Program. They will communicate construction safety program requirements to college project managers, construction management personnel, and contractors. This position will be charged with cultivating an ethos of construction safety best practices across the organization.

Required Qualifications - Education and Yrs Exp Bachelors plus 3-5 years' experience or equivalent combination of education and experience
Required Qualifications - Skills, Knowledge and Abilities
  • Bachelor's degree required, preferably in technical or scientific field related to a safety discipline, with a minimum of 5 years of experience in construction safety.
  • Extensive experience with both underground and above ground construction methods to proactively identify and address potential safety issues during construction.
  • Requires strong working knowledge of federal, state, and local construction safety regulations, loss control, and insurance.
  • Registration as a Certified Safety Professional or similar, or the ability to obtain within two years.
  • Must be able to establish and develop effective working relationships with Construction Project Managers and Contractors.
  • Must be able to manage multiple projects and priorities and make sound decisions in a timely fashion.
  • Ability to function in a position designed to serve independent operating units in decentralized environment.
  • Ability to read construction design drawings.
  • Must be able to qualify as a Dartmouth Approved Driver, and remain qualified.

Key Accountabilities

Description
Construction Safety Compliance

  • Distribute to contractors Dartmouth's Contractor Safety Program.
  • Identify and communicate (relevant to construction projects), the hazards contractors may encounter on the Dartmouth campus. Collaborate with contractors in locating sources of potential hazards on project sites, including toxic materials, potential electrocutions, and structural threats to human life. Find ways to reduce or eliminate such hazardous threats from the site(s).
  • Verify contractor and sub-contractor's safety plans.
  • Review contractor and sub-contractor's crane pick plans.
  • Communicate to contractors and sub-contractors Dartmouth's requirements for Hot Work operations, Lock Out/Tag Out operations, Permit-Required Confined Spaces, and other relevant programs.
  • Attend kick-off meeting(s) with contractors to communicate safety related expectations.
  • Conduct daily environmental and safety audits, draft reports, and conduct follow-up.
  • Inspect and examine all health and safety related complaints, workplace accidents, and the spill of hazardous toxins or poison.
  • Investigate the construction site to ascertain equipment, production, and material processes do not pose a safety or health hazard to employees, contractors, students, and the public.
  • Work closely with the Occupational Safety and Health Administration (OSHA).
  • Ensure all required regulatory safety reports are completed and submitted to relevant government agencies.
  • Train and advise contractors and all relevant stakeholders on issues of workplace safety and environmental protection.
  • Mentors staff and educates others on best practices, communications, and approach to solving issues.

Pre-Construction

  • Identify safety implications during the design review process and communicate recommendations to facilitate safer construction or design to the Project Manager.
  • Provide guidance regarding soil and groundwater management.
  • Provide guidance on hazardous materials and other necessary pre-construction assessments.
  • Review specifications prior to inclusion in the bid package.
  • Create, evaluate, and implement health and safety programs and strategies.

  • Provide OSHA 10 and/or OSHA 30 construction and general industry training to Dartmouth employees.
  • Provide other OSHA training as required.
